Abstract:

A quantitative analysis was conducted on 128 family education policy documents from 1950 to 2022 by comprehensively applying policy text coding and word frequency analysis methods. The findings reveal that China’s family education policy has evolved through four distinct phases:initial exploration (1950—1995),normative advancement (1996—2006),deepening expansion (2007—2014),and systematic optimization (2015—2022). The logic of policy evolution is reflected in the following shifts: the function of policies has moved from remedial problem-solving to preventive guidance;the implementation actors have shifted from a single political authority to a multi-stakeholder collaborative model;policy themes have progressed from gradual continuity to breakthrough transitions;and the coordination between policy tools and objectives has evolved from loose alignment to a high degree of coherence. Based on the evolutionary logic of China’s family education policy,its future trajectory can be anticipated as follows:the multi-departmental coordination mechanism will continue to deepen,leading to a more refined policy system;the collaborative mechanism among families,schools,and communities will become increasingly integrated,with policy objectives becoming more targeted;the combination of policy tools will be continuously optimized,resulting in notable progress in building learning-oriented families;and the monitoring and evaluation mechanisms will be gradually improved,promoting stronger legal safeguards for family education.
