历史制度主义视域下我国劳动教育政策变迁逻辑*

The Logic of Labor Education Policy Change in China From the Perspective of Historical Institutionalism

摘要:

中华人民共和国成立以来,我国劳动教育政策历经渐进性变迁、断裂性变迁、融合性变迁和内涵式变迁四个阶段。影响我国劳动教育政策变迁的宏观层面的原因有以集权管理模式把牢劳动教育政策的政治航向,经济体制的转型促进劳动教育政策的内容变革,劳动文化主流价值观的形成为劳动教育政策提供生存土壤;我国劳动教育政策产生路径依赖的原因在于行动者的学习效应、政策的协同效应和行动者的适应性预期;推动我国劳动教育政策变迁的动力来源于国家的主导,以及地方政府与学校的劳动教育实践经验的推动。发挥“深层结构”对劳动教育政策变迁的引领和推动作用,理性审视劳动教育政策的“路径依赖”与政策变迁的相互关系,构建“政府主导、多方主体参与”的劳动教育政策决策机制,是实现路径优化的可行之策。

Abstract:

Since the founding of the People’s Republic of China, the country’s labor education policy has undergone four stages of change:incremental change, disruptive change,integrative change,and substantive change. The macro-level factors influencing the changes in China’s labor education policy include the centralization of political control over the policy direction,the transformation of the economic system promoting changes in the policy content,and the formation of mainstream labor cultural values providing the soil for the survival of labor education policies. The path dependence of labor education policy in China is influenced by actors’learning effects,policy coordination effects,and actors’adaptive expectations. The driving force behind the changes in labor education policy comes from the state’s leadership and the labor education practice experience of local governments and schools. To optimize the path of labor education policy,feasible strategies include leveraging the guiding and promoting role of the “deep structure” in policy change,rationally examining the “path dependence” of labor education policies,and constructing a decision-making mechanism for labor education policy that is “government-led with multi-stakeholder participation”.
