The Strategic Significance, Implementation Challenges and Route Choices of the “Double Reduction” Policy

Abstract:

How to effectively deal with the problem of the heavy academic burden of students in the compulsory education stage is a major livelihood project that has attracted much attention. The “double reduction” policy, as a heavy blow to manage the academic burden of students in the compulsory education stage, has attracted widespread attention from the whole society and has also sparked many discussions. Admittedly, no policy can be perfect, which requires us not only to accurately understand policy intentions, but also to rationally reflect on the challenges that may arise in the process of policy practice. Through research and rational review, from the perspective of policy evaluation, the implementation of the “double reduction” policy may still face challenges such as burden shifting, job burnout, quality blind spots, substantive inequity, insufficient resources, and weakening social support. Weaken the effectiveness of the “double reduction” policy itself. To this end, the “trinity” governance system of the government, society and schools should be further optimized, the power-responsibility relationship of government governance should be strengthened, the guiding role of social governance should be clarified, the initiative of school internal governance should be highlighted, the collaborative efficiency of system governance should be improved, and local conditions should be explored.
