Model Construction and High-Quality Development of University Think Tank Serving Decision-Making—Based on the Perspective of Transformation of Knowledge Production Mode

Abstract:

Essentially, University think tanks serving decision-making is a knowledge production activity. In the context of the transformation of knowledge production modes, the connotation of university think tanks serving decision-making has become richer, and the target situations, participants, research paradigms, evaluation methods, etc. are constantly changing, showing many new characteristics. By analyzing the changes in the characteristics of university think tanks serving decision-making, this study constructed three modes of university think tank serving decision-making: the expert mode of “academic-government” interaction in the academic context of subject centers, a platform mode for “intelligence-policy” interaction in an interdisciplinary application context, and an open mode of multilateral interaction in trans-disciplinary adaptation contexts. In the context of the evolution and symbiotic development of these three models, four approaches are proposed for university think tanks to achieve high-quality development in serving decision-making, including establishing serving decision-making concepts that meet national needs and public interests, innovating multilateral interactive organizational forms serving decision-making, constructing a multi-level serving decision-making research paradigm and establish an open and diverse serving decision-making evaluation system.
