“三个课堂”的碎片化表征及其改进*——基于整体性治理理论的分析

Fragmentation Manifestations and Improvement Strategies of the “Three Classrooms” — An Analysis Based on Holistic Governance Theory

摘要:

“三个课堂”,即专递课堂、名师课堂与名校网络课堂,是中国教育数字化进程中本土化创新实践。在持续应用过程中,“三个课堂”逐步呈现出供给需求碎片化、治理主体碎片化、运行机制碎片化与技术赋能碎片化等困境,进而引发城乡教育差距持续扩大、基层避责行为显现、应用效用缺失及教师技术恐惧加剧等负面效应。整体性治理理论强调公众利益、协同行动、机制整合、技术支撑,对解决“三个课堂”碎片化问题具有重要的借鉴意义。基于整体性治理视角,“三个课堂”应从四个方面着力:建立“三个课堂”资源供需对接机制;重塑“三个课堂”主体责任与信任机制;理顺“三个课堂”协调与整合机制;打造“三个课堂”一体化资源汇聚平台。

Abstract:

The Three Classrooms,namely the Special Delivery Classroom,the Master Teacher Classroom,and the Famous School Online Classroom,are important localized innovation in China’s educational digitalization process. However,in the course of continued implementation,this model has exhibited multiple forms of fragmentation:mismatches between supply and demand,disjointed governance bodies, fragmented operational mechanisms,and disintegrated technological support, which have led to a series of negative consequences,such as the widening urban-rural education gap,avoidance of responsibility at the grassroots level,diminished application effectiveness,and growing technological anxiety among teachers. Holistic governance theory, which emphasizes public interest,collaborative action,institutional integration,and technological support,offers valuable insights for addressing these challenges. From the perspective of holistic governance,the Three Classrooms model should focus on four aspects:establishing a resource supply-and-demand matching mechanism;reshaping the accountability and trust mechanisms;streamlining the coordination and integration mechanisms;and creating an integrated resource aggregation platform.
