The Effectiveness, Dilemma and Changes of Higher Education Governance From the Perspective of Institutionalized Elitism

Abstract:

Institutionalized elitism attaches importance to the role of the key minority elites, and is a valuable concept to promote the modernization and governance of higher education in China. From the practical effect, institutionalized elitism has improved the effectiveness of higher education governance, and has promoted the Chinese model of higher education governance. At the same time, it has also led to the solidification of the stratification of the Chinese higher education system, the imbalance of resource allocation, and the huge gap in quality reputation between Chinese universities. In the future, the governance of China’s higher education should continue to adhere to the idea of Institutionalized elitism on the one hand, and be reformed according to the requirements of the new era on the other hand. The basic direction of the reform is to integrate the elitism and egalitarian concepts of higher education governance and to develop a mechanism of higher education governance based on market competition and inter-university cooperation.
