The Optimization of the Quality Assurance System of Provincial Postgraduate Education

Abstract:

Provincial graduate education quality assurance system is an important part of graduate education quality assurance system. The provincial postgraduate education quality assurance system shows different stage focus in different periods, which has experienced three stages: national centralized control, provincial government participation and provincial quality assurance system construction. The linkage effect between provincial government and universities has begun to highlight, but factors such as the offside and absence of power in the security system, the inaccurate positioning of the multi subject target relationship, the inflexible governance mechanism and the lack of guarantee ability still restrict the joint efforts of the provincial postgraduate education quality assurance system. In order to promote the efficient operation of the provincial postgraduate education quality assurance system, we should establish the value concept of “learning centered”, pay attention to the governance mode of overall planning, macro management and indirect participation, and establish the system with correct value orientation,clear governance subject and institutional culture with clear objectives.
