Abstract:

The Three Classrooms, namely the Special Delivery Classroom, the Master Teacher Classroom, and the Famous School Online Classroom, are important localized innovation in China’s educational digitalization process. However,in the course of continued implementation, this model has exhibited multiple forms of fragmentation:mismatches between supply and demand, disjointed governance bodies, fragmented operational mechanisms, and disintegrated technological support, which have led to a series of negative consequences, such as the widening urban-rural education gap, avoidance of responsibility at the grassroots level, diminished application effectiveness, and growing technological anxiety among teachers. Holistic governance theory, which emphasizes public interest, collaborative action, institutional integration, and technological support, offers valuable insights for addressing these challenges. From the perspective of holistic governance, the Three Classrooms model should focus on four aspects:establishing a resource supply-and-demand matching mechanism;reshaping the accountability and trust mechanisms;streamlining the coordination and integration mechanisms;and creating an integrated resource aggregation platform.
