Research on the Strategy of Popularizing High School Education in “Three Autonomous Prefectures”

Abstract:

The relevant national policies require that all regionsin China achieve full popularization of high school education by the end of 2020, and the formerly impoverished areas should accelerate the process of high school popularization. Due to the relevant work is not a priority in the local area, the popularization of high school and the coordinated development of general and vocational education in the “three autonomous prefectures” are relatively lagging behind. The main problems include: first, the weak foundation and low consolidation rate of compulsory education limit the base of students entering high school to receive education; second, the backward economy and the large gap in local government funds; third, some students postponed their enrollment, resulting in a lower gross enrollment rate in high school; fourth, some middle school students flowed out, which to a certain extent reduced the base for further education; fifth, influenced by backward ideas, students and parents are less willing to receive high school education; sixth, affected by local employment difficulties, the significance of developing secondary vocational education as an important way to popularize high school education has weakened. Therefore,it is recommended that the comprehensive popularization of high school education in the “post-poverty alleviation” and rural revitalization era should become the top priority of education in the “three autonomous prefectures” region; the development of secondary vocational education should be a priority for the popularization of high school education, to enhance the ability to serve local economic construction; and students who graduate from middle schools but do not continue their studies should be persuaded to return and receive high school education, especially secondary vocational education and skills training.
