Abstract:

Civic literacy refers to the basic qualities and abilities that citizens should possess in the field of public life. It is composed of civic knowledge, civic awareness, civic skills, and civic behavior, which are inherently related to the unity of knowledge and action. Based on the data analysis of the questionnaire survey results of 1821 students from17 vocational colleges in 9 provinces of East and West, this paper comprehensively analyzes the reality of the civic literacy of higher vocational students. It is concluded that the civic literacy of higher vocational students presents such characteristics as the coexistence of“accumulation” and“fragmentation” of civic knowledge, the contrast between“strong identification” and“weak experience” of civic consciousness, the bias between“heteronomy” and“self-discipline” of civic behavior, and the structural imbalance between“particularity” and “universality” of civic skills. To optimize the civic literacy of higher vocational students, we should take the four-dimensional elements of civic literacy as the longitude and the actual state of civic literacy of higher vocational students as the latitude, adopt the method of “partial deposit and withdrawal”, reconstruct the campus experience culture, create channels for public participation, and select diverse activities, etc.
