Dilemma and Countermeasure of Classified Management Policy Implementation of Private Schools From the Perspective of Policy Network

Abstract:

The top-level design of the classified management of private schools has a major policy framework, but overall progress has not been made in its implementation. Using the policy network theory to divide the network structure and interest subjects in the implementation of policies for classified management of private schools and to analyze their network interaction, it is found that the distribution of power and responsibilities between the policy community and the intergovernmental network is unbalanced; the resource dependence among actors in the Intergovernmental network is asymmetric; the intergovernmental network interacts with producer network sluggishly; there is a conflict of interest within the producer network; the issue network is structurally absent. In order to promote the stable and orderly implementation of the classified management policy of private schools, it is necessary to improve the top-level design of the policy, reasonably adjust the distribution of rights and responsibilities between the policy community and the intergovernmental network; establish a cross-departmental coordination mechanism to dredge the interaction between various actors in the intergovernmental network; strengthen supervision and guidance, and promote the interaction between the intergovernmental network and the producer network; unblock the producer network and empower teachers and students in the issue network to express their interests.
