Collaborative Governance of Off-Campus Education and Training Institutions:Logical Starting Point, Realistic Dilemma and Path Choices

Abstract:

Clarifying the essential attributes of off-campus education and training institutions is the logical starting point for the governance of off-campus education and training institutions. This essential attribute is manifested as the trade-off between public welfare and profit-seeking, and should be redefined as a kind of publicity that seeks win-win cooperation through co-governance. Publicity-oriented collaborative co-governance is not only highly feasible in theory, but also based on the common choice of multiple parties under the real governance dilemma. The public-oriented collaborative co-governance is not only theoretically feasible,but also based on the common choice of multiple parties under the real governance dilemma. The path of collaborative governance should be carried out from the three aspects of value, subject and system,condense the goal consensus at the value level to cultivate the public spirit,clarify the role orientation at the subject level to promote benign interaction, and focus on driving collaborative elements at the system level to improve the mechanism design.
