Government Regulation and College Autonomy: A Study on the Governance System of Scottish Further Education Colleges

Abstract:

Scotland’s education system has always been different from other parts of the UK. The further education college is the most important institution of vocational education and training in Scotland, and its governance system reflects its unique characteristics. On the whole, the further education college in Scotland implements a “central?institutional” two?level governance. At the central level, the Advanced Learning and Science Directorate provides support and comprehensive strategic guidance for the further education college, the Scottish Funding Council provides funds for the further education college and implements supervision utilizing outcome agreements, and the Scottish Qualifications Authority is responsible for developing, reviewing, approving and accrediting most of the “qualifications” of further education colleges, Education Scotland comprehensively monitors the educational quality of further education colleges; At the institutional level, the further education college realizes its “autonomy” through its professional governing body?Board of Management and the Code of Good Governance for Scotland’s Colleges. Drawing on the governance experience of Scottish further education college, China should further improve the laws, regulations, and policy system of vocational education governance in the future, and further strengthen the construction of operational governance rules system at the level of vocational education institutions.
