The Unification of Policy and Law: the Ought Paradigm of Educational Development Planning in the New Era

Abstract:

Planning is a normative activity essentially based on a certain political purpose. And the process to formulate, implement and evaluate a plan is a unification of policy and law. This is also true for educational development planning, which requires adhering to the unity of policy view and legal view, and the unity of policy and law are inherent inevitable requirements. Since the founding of the People’s Republic of China, the policy nature of China’s educational development planning has been excessively magnified, the rights of stakeholders have been weakened in the technical and administrative mode, and the scientific and practical nature of education has also been gradually ignored in the politicallyled educational development planning value theory, and the combination of both planning and policy, and planning and administration, has resulted in the loses of “ture self” and the lack of legality in educational development planning. Since the 18 th National Congress of the Communist Party of China, the establishment of a series of new concepts, new ideas, and new strategies for comprehensively governing the country according to law, has put forward new requirements for the formulation and implementation of educational development plans in line with the law. Educational development planning in the new era should strive to find the way back to its essence. Based on properly handling the relationship between planning and politics, planning and policy, planning and practice, educational development planning should be incorporated into the track of the rule of law, and achieve the unity of political and legal views, so that planning will play its due role in the development of education in the new era.
