Risk Management of Physical Harm and Death for University Students: Reflection and Reconstruction

Abstract:

Physical harm and death (PHD) of students in higher education can bring physical harm and mental trauma to students,and it can also expose higher educational institutions to public opinion crises and financial adversity. Therefore, PHD needs to be addressed with effective management. However, current management of college students’ PHD is found to be problematic and less adequatebecause of the following five reasons. First, colleges and universities are vulnerable to the moral criticism on the lack of humane concerns when PHD is addressed; Second, funds for university students’ PHD compensation is insufficient; Third, in the aspect of student management, there is a lack of organic integration among different related departments/sections. Fourth, college students’ political & ideological instructors are under great pressure and lack of workforce instability. Fifth, the negative social influence caused by extreme cases in college students’ PHD.And the above disadvantages are resulted from those can be attributed to the followings, namely, 1) the management of higher education is confined by the philosophy of “being legally accountable” rather than being responsive to the actual needs and requirements; 2) the failure to fully recognize multiple risks on campus and those existing in the society and in the country; 3) the failure to identify the corresponding responsibility among multiple actors; and 4)limited management environment as well aslack of funding, resources and technological support to deal with college students’ PHD. To better address the above-mentioned predicament, the article is intended to call for efforts to improve the management for PHD under the guidance of the philosophy of harmony, to establish college students’ PHD compensation funding system among the multiple actors, to enhance the effectiveness of management through the cooperation among intra-collegiate management departments, to recruit talents into student affairs management for effective management,and to perfect PHD risk management through integrating roles of multiple actors in the society in constructing students’ PHD risk management system in the universities.
