The Motivation, Operational Mechanism and Optimization of Policy and System of Inclusive Private Kindergarten

Abstract:

The inclusive development of private kindergartens is an important path for the development of inclusive early childhood education in China, and its stable promotion requires strong motivation and smooth operating mechanisms. Based on a theoretical analysis of the internal and external driving forces and operating mechanisms of the inclusive development of private kindergartens, this review examines the policies of China's current private kindergartens and finds that due to the lack of core beliefs in the policies and the imperfect operating guarantee mechanisms, there exists many problems such as unreasonable standards, inadequate government support, unfair pricing, etc. Therefore,it is difficult to provide enough incentives for the inclusive development of private kindergartens actually. It is suggested that the current policies and systems should be optimized by changing ideological concepts, enhancing the appropriateness of identification, increasing support, implementing dynamic charges, establishing and improving the supervision system, etc.
