中国共产党劳动教育政策的演变及启示*

The Evolution and Enlightenment of the Labor Education Policy of the Communist Party of China

摘要:

劳动教育政策是劳动教育开展的依据。百余年来,中国共产党的劳动教育政策历经摸索期、初建期、迷失期、调整期、转型期和创新期六个阶段,呈现出逐步明确五育并举、更加关照人的发展、注意彰显时代需求、督导评价日臻完善的演变趋向。百余年的探索历程为新时代劳动教育政策的制定和实践提供了启示。面向新的时代要求,劳动教育政策的制定要坚持中国共产党领导下的中国特色社会主义教育方向;实施要保证教育主管部门主导与多主体协调、自上而下推进与自下而上反馈两方面的结合;评估要基于政策内容、政策执行、政策效果和影响三个层面;调整要强调横向上的多主体联动与纵向上的多阶段协调。

Abstract:

The labor education policy lays the basis for the development of labor education. In the past centuries,the labor education policy of the Communist Party of China has gone through six stages:groping period,initial construction period,disorientation period,adjustment period,transformation period and innovation period. It demonstrates a tendency to gradually and explicitly promote the five kinds of education simultaneously,to emphasize more on the development of humans,to pay attention to highlighting the needs of the times,and to improve the standards of supervision and evaluation day by day. More than a hundred years of exploration have provided inspiration for the formulation and practice of labor education policies in the new era. Facing the requirements of the new era, the formulation of labor education policies must adhere to the direction of socialist education with Chinese characteristics under the leadership of the Communist Party of China; the implementation must ensure the leadership of the education authorities and multi-subject coordination, top-down advancement and bottom-up feedback. The evalu-ation should be based on the three levels of policy content, policy implementation, policy effect and impact; adjustment should emphasize horizontal multi-subject linkage and vertical multi-stage coordination.
