The Dilemma and Solutions to the “Double Shortage”of Urban and Rural Primary and Secondary School Teachers

Abstract:

At present, there is a phenomenon of “double shortage” in the establishment of primary and secondary school teachers in urban and rural areas. Rural schools generally have more teachers and fewer students, but there is a structural shortage of excellent teachers, young and middle-aged teachers and teachers in subjects such as sound, body and beauty. The rescue strategy is to improve the teaching ability of rural teachers and the quality of school education, stabilize the source of students; cultivate a large number of high-level teachers, expand and strengthen the stock and increment of high-quality teacher resources; integrate urban and rural areas as a whole, and solve the “double shortage” of urban and rural primary and secondary school teachers through flexible adjustment.
