Institution-Culture: An Analytical Framework for University Governance

Abstract:

University governance is the core content of the modernization of higher education governance system and capacity,and is essential to the effective operation of universities. Based on the existing research and the long-term observation and reflection on the practice of university governance,this paper proposes an “institution-culture” analytical framework for university governance. The framework is built upon the intrinsic connections between institutions and governance,culture and governance,as well as the interaction between institutional arrangements and cultural dynamics in shaping governance outcomes. The research holds that the “institution-culture” framework provides an analytical framework and perspective for understanding the basic dimensions of university governance, identifying pathways for its improvement,and evaluating its effectiveness. Based on this framework,the paper summarizes and reflects on current governance practices in Chinese universities and proposes practical strategies for enhancement.
