Approach to Global Governance of Open Educational Resources: Copyright Conflicts and Open Access

Abstract:

The global wave of educational digital transformation and the international demand for high-quality educational resources have made open access to educational resources a key issue in the development of global education. However,teachers and researchers in developing countries face significant challenges in accessing Open Educational Resources within global education,due to the fragmented copyright legal frameworks, outdated national copyright regulations,and limited copyright awareness among education professionals. The international community has made significant strides in ensuring fair,open,and inclusive access to educational resources in global education through the negotiation of international copyright treaties,the adjustment and popularization of national copyright laws,and the promotion of active participation by educators. Against the background of international Open Educational Resource initiatives and global practices,governments, universities,and society can promote more inclusive,equitable,and sustainable open access and sharing of educational resources by improving the internal and external environment for resource openness,strengthening educators’ capacity to use digital resources, and building broad consensus on educational resource openness.
