Abstract:

Rural modernization cannot be achieved without the development of rural education. As the cornerstone of equitable and high-quality rural education, rural teachers play a critical role in advancing rural revitalization, building a modern socialist country, and realizing the great rejuvenation of the Chinese nation. This study draws on the“Integrated Policy Implementation Model”developed by Sabatier and Mazmanian, and refines it using empirical data from Province H. The findings indicate that non-monetary incentive policies for rural teachers face multiple challenges during implementation:an underdeveloped policy system weakens policy momentum;the target group’s pursuit of personal interests hinders policy effectiveness;deviations in execution dilute the original policy intent; and insufficient social support reduces the actual impact of the policy. Based on the revised model, the successful implementation of such policies is influenced by the nature of the policy issue, internal policy design,nd external environmental factors. To address these dilemmas, the study recommends strengthening top-level policy design, enhancing communication and interpretation of policies, establishing multi-stakeholder coordination mechanisms, increasing resource investment, and improving the monitoring and evaluation system.
