French Policy Measures and Logical Essentials to Enhance the International Attraction of Higher Education

Abstract:

With the integration of higher education in Europe and the fierce competition of higher education around the world, France, centering on the strategy of “Bienvenueen France”, puts forward a series of policy measures to enhance the international attraction of higher education from five dimensions, including prioritizing international scientific research, reforming higher education organizations, adjusting preferential policies, strengthening the flexibility of language learning and use, and improving the accreditation of reception ability. These reflect the logics of French reform for attracting international students with consolidating international status as the strategic guidance, promoting economic benefits as the driving force for development, ensuring academic quality as the core purpose, and improving governance efficiency as the path to support the value logic. To some extent, China and France are facing similar challenges. French experience has enlightening significance for improving the overseas education in China.
