The Dilemma and Breakthrough of the Comprehensive Quality Governance of Preschool Teachers in China:Based on the Retrospect and Reflection of the Three-phase Preschool Education Action Plan

Abstract:

Comprehensive quality governance of preschool teachers can promote the fundamental implementation of the “14th Five-Year Plan” preschool education development and improvement plan. Looking back on the three-phase action plan,the quality construction of kindergarten teachers has formed a development path from expanding standards and quality to supplementing and improving quality,and then stabilizing and supervising quality. In the face of the layout of the preschool education plan in the new period of the “14th Five-Year Plan” and the deployment of the action plan for the fourth phase of preschool education,the comprehensive quality governance of preschool teacher will face the challenges of external circulation obstacles of preschool teachers’quality resources and the internal shaping of main attributes. To solve the problem of teacher quality governance,we must pursue the construction of teacher quality from the perspective of effect cycle,and promote the Matthew-Catfish effect cycle;optimize the governance model of the park to promote the catfish-tide effect cycle;Build the value culture of the park to promote the tide-Matthew effect At the same time,from the perspective of governance empowerment,focusing on the professional training and training of teachers based on the main attribute;promoting the differentiated development of teachers based on the construction of teachers’ morality;taking the value of life as the attraction to ensure the main needs of teachers and meet the needs of teachers Realize the comprehensive governance of “outer circulation of teacher resources” and “internal shaping of teacher quality”.
