The Main Difficulties and Solution for the High-quality Balanced Development of County Compulsory Education

Abstract:

Balanced development is the focus and direction of compulsory education, which includes basic balanced development and high-quality balanced development, and our country has also issued a series of policies for the two kinds of balanced development. This research analysis the similarities and differences between basic balanced and high-quality balanced policies, finds that both the number of indicators and standard settings, high quality balanced development is stricter than basic balanced development. This research uses education data of 10 counties of city A in 2017, calculates and compares the results of basic balanced and high-quality balanced of 10 counties, finds that 10 counties all meet the basic balanced development assessment standards, but difficult to meet the high-quality balanced development assessment standards. Many county governments are faced with two major difficulties in promoting the high-balanced development, such as infrastructure construction and balanced development of education quality. This research suggests that we should rethink the high-quality balanced policy document, and re-evaluate applicability of high-quality balanced development policy document, and rethink the connotation, path and purpose of high-quality balanced development, and county government should promote the high-quality balanced development with the allocation of educational resources and the improvement of government security.
