The Historical Evolution, Realistic Dilemma and Solution Strategy of Chinese Higher Education

Abstract:

Since the founding of the People’s Republic of China, China’s higher education policies have experienced three stages, which are the foundation period (1949-1977), the reform and development period (1978-2005), and the deepening and upgrading period (2006-present), which have played an important role in guiding and promoting the prosperity and development of higher education. With the continuous advancement of education reform, there are still shortcomings of current higher education policies in decision-making communication, legislative construction, implementation, and policy evaluation. In the future, higher education policy should attach importance to the dialogue between multiple stakeholders and establish an effective decision-making mechanism for social participation, the legislative system should be improved to provide an institutional guarantee for the standardized governance of higher education, policy implementation and supervision should be strengthened to correct the policy implementation distortion and deviation, and big data analysis technology should be applied to create a multi-party linkage policy evaluation system.
