Three-Dimensional Interpretation of “Education Powerhouse” and Its Internal Connections

Abstract:

The concept of an Education Powerhouse is a strategic theme for advancing Chinese-style modernization,and interpreting its connotations is a foundational step in turning this strategic theme from concept to practice. Literally,the term Education Powerhouse carries a dual meaning:“the country’s education is at the top level” and “through education,the nation becomes stronger,” reflecting both ontological and instrumental attributes. The “Six Powers” system,proposed within the policy discourse,serves as a key indicator for assessing what constitutes an Education Powerhouse,providing an authoritative interpretation of its ontological attributes. In academic discourse,examining how education contributes to the political,economic,and cultural prosperity of the nation,as well as analyzing the role of the education subsystem in promoting other societal subsystems,strongly supports the instrumental attributes of an Education Powerhouse. The ontological attributes of an Education Powerhouse imply how to position the nation’s education at a top-tier level,reflecting the internal relational dynamics of education. The instrumental attributes of an Education Powerhouse highlight how education,while constrained by societal factors,can assist in the development of politics,economics,and culture,embodying the external relational dynamics of education.
