Implementation Dilemma and Solution of County Teacher Rotation Policy From the Perspective of Policy Network—Based on a Case Study of T County, Liaoning Province

Abstract:

Teacher rotation is a key measure to promote the balanced development of compulsory education. This study is based on the actual research on the implementation of the teacher rotation policy in compulsory education in T County, Liaoning Province, and uses the policy network theoretical analysis framework to analyze the impact mechanism of the interactive relationships among the subjects of the teacher rotation policy on the effectiveness of the policy implementation. The study found that the network subjects of the county teacher rotation policy mainly include policy community networks, inter-prefectural networks, inter-school networks and issue networks. The interactive relationships between the network subjects have a significant impact on the implementation effectiveness of the county teacher rotation policy. The implementation of the teacher rotation policy in the county faces four problems, including poor coordination among departments within the policy community network, conflicts of interest orientations between the policy community network and the inter-governmental network, poor flow of resources within the inter-school network, and low participation in the issue network. Based on this, to solve the difficulties faced in the implementation of the teacher rotation policy in the county, we should unblock the cross-department cooperation channels within the policy community network and stabilize the cross-department cooperation relationship; clarify the division of responsibilities between the policy community network and the inter-governmental network, in accordance with the principle of vertical responsibility isomorphism; adjust the interaction model within the inter-school network and clear up communication channels between county and township schools; unblock issue network participation channels and stimulate issue network scale effects; adjust the interaction model within the inter-school network and clear up communication channels between county and township schools; and smooth the channels for participation in issue networks and stimulate the scale effect of issue networks.
