Abstract:
Education is a major plan of the Party,and a major plan of the country. Strengthening the Party’s leading position in basic education is an essential requirement for implementing the fundamental task of fostering virtue through education and adhering to the educational mission of“educating people for the Party and educating talents for the country”. It is also a fundamental guarantee for providing education that satisfies the people. For a long time, China’s basic education field has implemented a system of principal responsibility under the leadership of the Party. The leadership role of the Party has been brought into play,and Chinese education under the leadership of the Party has developed greatly. Socialism with Chinese characteristics has entered a new era,and the main contradictions in the field of basic education have undergone historic changes. The governance capabilities of Party Organizations must be adjusted to keep pace with the times in order to achieve profound changes in the basic education governance system with Party Organizations leading the way. To optimize the governance of basic education in the new era,we must implement the principal responsibility system under the leadership of the Party Organization,and then give full play to the role of the Party Organization in“setting the direction,managing the overall situation,making decisions, grasping the leadership,leading the team, and ensuring implementation”,so as to establish a new structure for basic education governance with Party Organizations as the core,realize the role of Party Organizations in the new governance system,and build a high-quality development system for basic education.
