The Exploration on Factors Influencing the Transplantation of Quality Assurance System in Cross-Border Higher Education Institutions

Abstract:

In the development of cross-border higher education, it has been widely accepted that the transplantation of the suitable quality assurance system from the exporting nations to the cross-border higher program is vital to its quality. However, transplanting the exogenous quality assurance system of the exporting nation to the importing nation has long been the unsolved problem that has greatly influenced the cross-border higher education quality. Through synthetically applying the institutional transplantation theory, transnational communication model of organizational strategy, global convergence, and local adaptation strategy theory, it is found that the influencing factors of the transplanting of the quality assurance system of cross-border higher education institutions are in the macro social environment, medium organizational environment and micro personal environment between the education exporting country and the education importing country, in which institutional distance and dual institutional embeddedness pressure in the social environment, the degree of openness and integration of quality culture in the organizational environment, as well as the relationship quality and the ability of transplantation in the individual environment will affect the transplantation of quality assurance system.
