Towards Good Governance: Transition of County Compulsory Education Governance Structure with Multi-Subject Participation

Abstract:

The structure of educational governance is the allocation of rights and responsibilities among different subjects in public education governance and its interrelationship. The reform of governance structure is both a key to reform of governance system and the fundamental guarantee to achieve good governance. At present, the structural contradictions of compulsory education governance at the county level mainly lie in the coexistence of bureaucracy and multi-management, the single governance subject and too strong administrative power, the top-down management and control mode, too simple governance means and tools, which lead compulsory education governance in counties into dilemma. Multi-subject participation is an important way to solve these contradictions. It is not only the essential requirement of good governance and compulsory education publicity, but also the need for compulsory education governance and public good cultivation in complex situations. Multi-subject participation needs multi governance subjects, flat governance structure, cooperation, and consultation-based governance, and diversified governance tools. The realization of multiple participation requires the structural transformation of compulsory education governance from a single subject to a cooperative network. Therefore, it requires the transformation of governance ideas and goals, a new understanding of governance authority, a clear understanding of the role and function of multiple subjects, a good operation mechanism, and continuous innovation of governance tools.
