The Normative Examination of the Operation of Educational Administrative Power List System

Abstract:

The power list system is a key step for local education administrative departments to streamline government and delegate authority. The standardized operation of the power list system is reflected in the basic links of “legal simplification of power”, “scientific confirmation of power”, “strict control of power” and “full exposure of power”. At present, there are some problems in the power list system of local education administrative departments in China, such as the imperfection of summarizing standards and rules, the lack of external constraints of formulating the subject, and the lack of accountability mechanism in the operation. Therefore, the standard of summarizing the power list should be improved, the external participation mechanism of the power list should be established and improved, the accountability mechanism of power operation should be built simultaneously, and the reform of the power list system of educational administrative institutions and colleges and universities should be accelerated to ensure the legality of the power list, the rationality of the execution of power, the scientificity of the content of the list and the systematization of the implementation of the system.
