Mission and Responsibility: Policy Supply for the Modernization of Basic Education in Border Regions

Abstract:

The policy supply for the modernization of basic education in border regions shoulders the critical missions of safeguarding social prosperity and stability, ensuring national security, and promoting ethnic unity. Through a threefold mechanism, namely value guidance based on an intrinsic public-interest orientation, regulation and allocation to ensure the direction and standards of basic education, and performance feedback to secure policy effectiveness, policy supply for basic education in border regions can be transformed from policy texts into governance effectiveness. Accordingly, to further strengthen the mission-bearing capacity of policy supply for basic education in border regions, it is necessary to deepen supply-side structural reform in basic policy supply. Guided by value integration, a collaborative mechanism for realizing multiple value orientations should be established. Anchored in structural optimization, a targeted and differentiated supply system should be built. Through dynamic adjustment, the environmental adaptability of policy supply should be enhanced, thereby providing strong institutional support for the modernization of basic education in border regions and the construction of a high-quality education system.
