Research on the Impact of Strategic Planning Implementation on Performance in Local Universities

Abstract:

The effective implementation of strategic planning in universities plays a crucial role in their performance. This study constructs a theoretical model with the execution entity as the independent variable, execution support as the mediator, organizational control as the moderator, and implementation performance as the dependent variable. A questionnaire survey on the implementation of strategic planning was conducted among 2,995 administrators and faculty members of local universities in Liaoning Province. Data analysis was performed using PLS-SEM and PROCESS tools. The findings reveal that the execution entity has a significant positive impact on implementation performance, with execution support playing a partial mediating role between the execution entity and implementation performance. Organizational control has a significant positive impact on implementation performance, but its moderating effect on execution support and implementation performance is not significant. Therefore, it is recommended that local universities strengthen the strategic awareness and capacity-building of the execution entity, improve the execution support system, optimize resource allocation, and enhance organizational control and dynamic monitoring and evaluation mechanisms to improve the effectiveness of strategic planning implementation.
