Quantitative Analysis of Migrant Children's Education Policy from the View of Policy Tools

Abstract:

As an effective means and an important guarantee for achieving the desired goals of the education policy, policy tools have important academic value and extremely strong skills of analysis. Based on the perspective of policy tools, this study quantifies the texts of 50 mobile education policies issued at the national level since the founding of the People's Republic of China. The study found that there are structural differences in the overall application of policy tools, and the use of policy tool's points is highlighted. Policy tools are widely used in the education of public service systems, and policy tools tend to diversify. The evolution of the application of policy tools matches the development stage of the policies of migrant children basically, and the application of policy tools changes with the changes in policies. To enhance the appropriateness and stability of the educational policy tool system for migrant children, it is recommended that the government should continually optimize the mix of policy tools and coordinate the application of policy tools across subsystems.
