The Influencing Factors and Models of Educational Policy Implementation from the Perspective of Structural Duality

Abstract:

The implementation of education policy is a course of action based on social structure led by the government and participated by interest groups. From the perspective of the structure duality, political structure, economic structure, and cultural structure are not only the restrictive factors for the implementation of educational policies, but also the dynamic factors for the role of educational policy actors. Under the influence of social structure, the internal and external actors of education policy implement reflectively monitor their actions and give full play to their active roles. The internal and external actors of education policy implementation reflect on monitoring their actions under the influence of social structure, giving full play to their actions and influencing the results of education policy implementation. The duality of the political structure and the structure of internal actors have shaped four types of educational policy execution models, which are centralized education policy execution model, outsourced education policy execution model, decentralized education policy execution model, and federal education policy execution model.
