Rights and obligations are the external manifestations of citizens-subjectivity, and personality is the intrinsic feature and the foundation of citizen-subjectivity, including subject consciousness, right consciousness, obligation consciousness, and freedom consciousness. The cultivation of citizen-subjectivity must be based on the call of the times and the realistic social foundation. It is necessary to realize that citizen's subjective consciousness is the fundamental requirement of the development of the market economy, and modern society also provides space for the growth of the individual subject. School is an important field of civic education practice, but school civic education is not a single educational content and method. In order to move towards modern civic education in the future, it is necessary to establish the philosophy of civic subject education, focus on civic rights and rule of law education, guide students to be citizens in school life, and improve the social security system of civic subject education.
