摘要:

学校布局调整督导评估是推动城乡义务教育一体化发展的关键抓手。我国学校布局调整工作在长达20年的实践中,初步形成了一套由教育督导机构牵头实施、以县域为基本单元、自下而上逐级填报、定期公示结果的督导评估框架体系,但还存在着督导评估价值取向有待明晰、督导主体专业水平参差不齐、督导评估数据质量管理亟须改进、督导评估结果运用效能尚需提高等问题。展望未来,该项工作应创新督导评估理念、提升利益相关者的认知水平,扩充督导评估主体、建设高素质专业化队伍,优化督导评估方法、构建互联共通监测平台,善用督导评估结果、健全持续改进保障机制。

Abstract:

The supervision and evaluation of school layout adjustment is the key to promote the integrated development of urban and rural compulsory education. In the 20-year practice of school layout adjustment in my country, a set of supervision and evaluation framework system has been initially formed, which is led and implemented by educational supervision institutions, takes the county as the basic unit, fills in the report from bottom to top, and regularly announces the results. However, there are still problems such as the need to clarify the value orientation of supervision and evaluation, the uneven professional level of supervision subjects, the urgent need to improve the quality management of supervision and evaluation data, and the need to improve the application efficiency of supervision and evaluation results. Looking to the future, this work should innovate the concept of supervision and evaluation, enhance the awareness level of stakeholders, expand the subjects of supervision and evaluation, build high-quality professional teams, optimize the methods of supervision and evaluation, build an interconnected monitoring platform, make good use of the results of supervision and evaluation, and improve the guarantee mechanism for continuous improvement.
