摘要：

博士生资助体系建设对提升博士生教育质量具有重要作用。在70多年的改革与发展历程中,韩国博士生资助体系建设经历了起步探索、建制深化和战略升级三个发展阶段,形成了以竞争性科研资助、普惠性生活资助以及国际化战略专项资助为主要类型,和以政府、大学、企业财团为资助主体的资助体系,呈现出政产学研多元资助主体相互贯通、竞争性科研资助与普惠性生活资助相互补充、长期基础科研资助与短期需求导向资助相互支撑以及国际人才资助与本土人才培养相辅相成的基本特征。韩国博士生资助体系建设的实践经验,对构建中国特色博士生资助体系具有一定启发价值。

Abstract:

The construction of the doctoral student funding system plays an important role in improving the quality of doctoral education. Over the past 70 years of reform and development,the doctoral student funding system in the Republic of Korea has undergone three stages:initial exploration,institutional deepening,and strategic upgrading. The funding system has evolved into one based on competitive research funding,inclusive living stipends,and international strategic funding programs, with the government,universities,and corporate foundations as the main funding entities. Key characteristics of the system include the interconnection of government,industry,academia,and research sectors;the complementarity between competitive research funding and inclusive living stipends;the mutual support between long-term basic research funding and short-term demand-driven funding;and the synergy between international talent funding and the cultivation of domestic talent. The practical experience of the doctoral student funding system in the Republic of Korea offers valuable insights for developing a doctoral student funding system with Chinese characteristics.
