教育强国视域中推进高校分类改革的省思与建构*

Rethinking and Reconstructing the Classification Reform of Higher Education Institutions From the Perspective of Building a Leading Country in Education

摘要:

推进高校分类改革,源于高校适应知识生产模式与高校职能的结构耦合、缓解社会需求与教育供给的矛盾、赋能教育治理与发展范式的现代化转型的综合需要。教育强国视域中推进高校分类改革的应然样态呈现出多维度与立体化的分类设置框架、分类评价与分类配置的体制机制、差异赋权与协同共治的治理模式三大显著特征。在实践过程中,高校分类改革仍存在类型划分标准界限不清,协同发展效应尚未激活,服务终身学习教育体系的能力薄弱等难题。推动高等教育实现从同质竞争到分类卓越的范式跃迁,实现我国教育强国的有力建设,就需要推动分类改革与治理现代化的政策耦合,健全高校内外部协同创新的动力机制,完善发展性评估体系。

Abstract:

The advancement of classification reform in higher education institutions is driven by the integrated need to align university structures with evolving modes of knowledge production and institutional functions, to alleviate structural mismatches between societal demands and the educational supply side, and to facilitate the modernization of educational governance and developmental paradigms. From the perspective of building a leading country in education,such reform is characterized by three key features:a multi-dimensional and structured classification framework,institutional mechanisms for differentiated evaluation and resource allocation,and a governance model characterized by asymmetric empowerment and collaborative co-governance. However,in practice,several challenges persist,including unclear boundaries in classification criteria,underdeveloped synergy among institutional types,and insufficient capacity to support a lifelong learning education system. To shift higher education from homogeneous competition to differentiated excellence and to contribute meaningfully to the construction of an education powerhouse,it is essential to promote policy alignment between classification reform and governance modernization,enhance the dynamic mechanisms of internal and external institutional collaboration,and establish a developmental evaluation system that bridges the boundaries between different types of institutions.
