乡村教师非货币性激励政策执行的多重困境及路径探索*——基于政策执行综合模型的分析

Multiple Dilemmas and Pathways in the Implementation of Non-Monetary Incentive Policies for Rural Teachers—An Analysis Based on the Integrated Policy Implementation Model

摘要:

乡村现代化离不开乡村教育的发展,乡村教师是发展更加公平、更有质量乡村教育的基础支撑,是推进乡村振兴、全面建成社会主义现代化强国、实现中华民族伟大复兴的重要力量。本研究以萨巴蒂尔和马兹曼尼安所开发的“政策执行综合模型”为基础,结合H省的调查数据,对模型进行修正。研究发现,乡村教师非货币性激励政策在执行过程中面临着诸多困境:政策体系建构不足弱化了政策的推进力度,目标群体追求利益制约了政策的功效发挥,政策执行存在偏差消解了政策的目标本义,社会支持缺乏保障降低了政策的实际效能。基于模型分析,政策问题的特性、政策本身的因素与政策以外的因素影响了政策的顺利执行。因此,本研究建议从强化政策顶层设计、加大政策宣传解读力度、建立多方联动机制、加大资源投入力度和健全政策监督体系等方面寻求困境的破解之道。

Abstract:

Rural modernization cannot be achieved without the development of rural education.As the cornerstone of equitable and high-quality rural education,rural teachers play a critical role in advancing rural revitalization,building a modern socialist country,and realizing the great rejuvenation of the Chinese nation. This study draws on the“Integrated Policy Implementation Model”developed by Sabatier and Mazmanian,and refines it using empirical data from Province H. The findings indicate that non-monetary incentive policies for rural teachers face multiple challenges during implementation:an underdeveloped policy system weakens policy momentum;the target group’s pursuit of personal interests hinders policy effectiveness;deviations in execution dilute the original policy intent; and insufficient social support reduces the actual impact of the policy. Based on the revised model,the successful implementation of such policies is influenced by the nature of the policy issue,internal policy design,nd external environmental factors. To address these dilemmas,the study recommends strengthening top-level policy design,enhancing communication and interpretation of policies,establishing multi-stakeholder coordination mechanisms,increasing resource investment,and improving the monitoring and evaluation system.
