中国高等教育国际话语权的理论内涵与生成逻辑*

摘要:

中国高等教育国际话语权作为高等教育全球化时代衡量中国高等教育综合实力的重要概念,是中国国际话语权的组成部分、战略之源与关键表征。中国高等教育国际话语权是指中国在全球高等教育治理变革中表达和传播中国高等教育的发展道路与发展模式、发展利益与发展诉求以及所承担的国际义务与责任等具体主张,并且这些主张能够取得国际社会的价值共识和理念认同,进而产生吸引力、发挥影响力、形成引领力,是话语权利、话语能力以及话语权力的有机统一。中国高等教育国际话语权是一个复杂的存在,具有实践性、生成性以及价值性等特征。中国高等教育国际话语权是由话语主体、话语内容、话语方式、话语平台、话语对象以及话语效果等要素构成的,而这些构成要素之间的相互联系、彼此衔接以及有机统一的过程,就构成了中国高等教育国际话语权的生成逻辑。

Abstract:

As an important concept to measure the comprehensive strength of China’s higher education in the era of higher education globalization,the international discourse power of China’s higher education is an integral part,strategic source,and key representation of China’s international discourse power. The international discourse power of China’s higher education refers to China’s specific propositions such as the development path and development model,development interests and development demands,and international obligations and responsibilities undertaken by China in the global higher education governance reform,and these propositions can obtain the value consensus and concept recognition of the international community,and then generate attractiveness,exert influence,and form leadership,which is the organic unity of discourse rights,discourse ability and discourse power. The international discourse power of Chinese higher education is a complex existence,which has the characteristics of practicality,generativeness,and value. The international discourse power of Chinese higher education is composed of such elements as discourse subject,discourse content,discourse method,discourse platform,discourse object,and discourse effect,and the process of interconnection,cohesion,and organic unity among these constituent elements constitutes the logic of the formation of the international discourse power of Chinese higher education.
