城乡中小学教师编制的“双短缺”困局及纾困之策 *

摘要:

我国城乡中小学教师编制目前还存在“双短缺”的现象。农村学校普遍师多生少,但优秀教师、中青年教师和音体美等学科的教师结构性短缺,城区学校普遍生多师少,教师总量代偿性短缺。纾困之策在于提高农村教师教学能力和学校教育质量,稳定生源;培养大量高水平教师,做大做强优质教师资源存量和增量;以城乡一体化统筹区域和城乡,通过灵活调整,化解城乡中小学教师“双短缺”。

Abstract:

At present, there is a phenomenon of “double shortage” in the establishment of primary and secondary school teachers in urban and rural areas. Rural schools generally have more teachers and fewer students, but there is a structural shortage of excellent teachers, young and middle-aged teachers and teachers in subjects such as sound, body and beauty. The rescue strategy is to improve the teaching ability of rural teachers and the quality of school education, stabilize the source of students; cultivate a large number of high-level teachers, expand and strengthen the stock and increment of high-quality teacher resources; integrate urban and rural areas as a whole, and solve the “double shortage” of urban and rural primary and secondary school teachers through flexible adjustment.
