中国式现代化进程中的高等教育区域协调发展内涵新解*

摘要:

作为中国式现代化的重要特征和中国特色社会主义的本质要求,共同富裕确立的发展格局及其演进过程催生了高等教育的集群化发展,推动了高等教育区域协调在样态上从“省域”向“集群”转变,在实践推进上从“单一的教育条块发展”延伸为“教育科技人才三位一体”,形成了高等教育区域协调发展新的本质内涵和内容构成。因应共同富裕中的高等教育区域协调发展应然样态,需要构建定量与定性相结合的“集群整体与非集群整体间、不同集群间、集群内部区域间”有机统一的高等教育区域协调发展判别框架,明确“不同集群高等教育实然资源水平结构要无限接近应然水平结构、高等教育资源汇集要适应并适度超前于经济社会发展、高等教育系统资源的扩散效应大于回流效应”的高等教育区域协调发展判别准绳。

Abstract:

As a defining feature of Chinese-style modernization and a core requirement of socialism with Chinese characteristics, common prosperity has reshaped the pattern of regional coordinated development in higher education. It has promoted the clustered development of higher education, shifting regional coordination from a province-based model to a cluster-based one, and expanding practical implementation from a single educational track to an integrated framework of education, science and technology, and talent development. This transformation has given rise to a new substantive connotation and structural configuration of regional coordinated development in higher education. In response to the normative configuration of regional coordinated development in higher education under the common prosperity agenda, it is necessary to construct an evaluative framework that integrates quantitative and qualitative approaches, encompassing coordination between cluster-based and non-cluster-based regions, among different higher education clusters, and within regions inside individual clusters. And further identify criteria for regional coordinated development in higher education, including convergence between actual and normative resource structures across clusters, resource allocation aligned with and moderately ahead of socioeconomic development, and stronger diffusion than backflow effects within the higher education system.
