教育缓解相对贫困的价值意蕴、行动逻辑及制度安排*

摘要:

教育是阻断贫困代际传递的治本之策,教育扶贫是后扶贫时代缓解相对贫困的基本方略。教育缓解相对贫困是体现社会公平正义的价值追求,提升贫困人口脱贫能力的关键所在,加快实现教育现代化的必然选择,更是推进“四个全面”战略的重要支撑。在后扶贫时代,坚持以人民为中心是缓解相对贫困的指南针,“造血式”精准扶贫是缓解相对贫困的主渠道,健全中国特色脱贫攻坚制度体系是缓解相对贫困的支撑点,多元主体协同治理是缓解相对贫困的突破口,实现教育公平正义是缓解相对贫困的归宿地。教育缓解相对贫困在制度安排上要坚持以人为本的制度设计理念,培育贫困人口坚定的制度自觉,健全多元主体的协同合作制度,优化教育资源的高效配置制度,进而彰显以人民为中心的发展思想,激发贫困群体内生动力,完善教育扶贫顶层设计,提高教育贫困治理实效,发展公平而有质量的教育。

Abstract:

Education is a fundamental strategy to block the intergenerational transmission of poverty. Poverty alleviation through education is the basic strategy for alleviating relative poverty in the post-poverty era. Alleviating relative poverty through education is the value pursuit of social equity and justice, the key to improving the ability of poor people to lift themselves out of poverty, the inevitable choice to accelerate the realization of education modernization, and the important support for promoting the Four Comprehensives Strategy. In the post-poverty era, to alleviate relative poverty, sticking to the people-centered principle is the compass, “blood-forming” targeted poverty alleviation is the main channel, establishing a sound institutional system is the support point, cooperative governance of multiple entities is the breakthrough, and the realization of education fairness and justice is the destination. Relative poverty alleviation through education should adhere to the people-oriented system design concept in institutional arrangements, cultivate the firm institutional awareness of the poor population in the system practice, improve the cooperative system of multiple subjects, and optimize the allocation system of educational resources, so as to highlight the concept of people-centered development, stimulate the endogenous motivation of the poor, improve the top-level design of education for poverty alleviation, improve the effectiveness of education poverty management, and develop fair and quality education.
