新时代我国高素质专业化创新型教师队伍建设论纲*

摘要:

教师队伍建设是包括教师职前与在职教育、配置与管理、社会保障在内的有关教师资源开发与有效发挥的系统化制度设计与政策实践。21世纪以来,提升教师队伍建设水平已经成为世界各国提高教育质量的重要战略选择和政策工具。在追求教育高质量发展的新时代背景下,教师队伍建设需要在跨学科脉络里,在政策与实践话语基础上进行系统论述。本研究认为教师队伍建设包括社会层面的价值论和优先论,制度层面的体系论、资格论、配置论和法制论,核心层面的反思论、发展论和专业论,以及基础层面的学科论。通过以上四个层面的十论分析,旨在为教师队伍建设和教师教育学科建设提供一个分析框架。

Abstract:

The construction of teacher teams is a systematic system design and policy practice concerning the development and optimization of teacher resources, including pre-service and in-service education, teacher allocation, management, and development. Since the 21st century, it has become an important strategic choice and policy tool for countries all over the world to improve the construction of teacher teams. In the new era of pursuing high-quality development of education, the construction of teacher teams needs to be discussed systematically in the interdisciplinary context, basing on policy and practice discourse. It holds that the construction of teacher teams include value theory and priority theory at the social level; system theory, qualification theory, allocation theory and legal theory at the institutional level; reflection theory, development theory, and professional theory at the core level, and discipline theory at the basic level. Through the above four levels of theory analysis, this paper aims to provide an analytical framework for teacher team construction and teacher education discipline construction.
