新时代中国高等教育国际话语权的内在逻辑与提升策略*

The Internal Logic and Promoting Strategies for the International Discourse Power of Chinese Higher Education in the New Era

摘要:

高等教育国际话语权是国际高等教育表达权利与权力的统一,是当今世界国家软实力的集中体现。其基本内涵在于话语主体从历史与比较两个向度,将隐含其中的高等教育价值与功能向世界表达,最终获得国际社会认可的行为和过程;价值表征集中体现为以文化自信为核心的系统性演进;生发路径则以身份认同的内化关系为“里”,以国际影响的外化关系为“表”,实现高等教育关系范畴的延伸和扩展。沿着这一内在逻辑深入分析,可以发现高校境外合作办学是提升我国高等教育国话语权现实可为的重要范式。可以通过提高高等教育国际通用性、赋予高校境外合作办学更多使命、增加高校境外合作办学动能、拓展境外合作对象实现本土化适应等措施,实现我国高等教育话语权的有效提升。

Abstract:

The international discourse power of higher education is the unification of the expression rights and powers of international higher education, and it is a concentrated expression of the soft power of countries in today’s world. The basic connotation of international discourse power lies in the behavior and process that the discourse subject, from the two dimensions of history and comparison, expresses the hidden value and function of higher education to the world and finally obtains the recognition by the international community. Its value representation is consentratedly embodied as a systematic evolution with the cultural self-confidence as the core. The generating and developing paths of international discourse power take identity recognition as the internal relationship and the international influence as the external relationship, thus realizing the extension and expansion of the higher education relationship category. Following this internal logic, this paper will explore the implications of the relationship between the promotion of higher education’s international discourse power and Chinese-Foreign universities overseas cooperation (CFUOC). It can be found that CFUOC is an important paradigm for enhancing the international discourse power of Chinese higher education. According to the laws of internal and external relations of higher education, and combined with the practice of overseas cooperation in running universities, this paper summarizes the main influencing factors and their relationships, and builds a basic analysis framework. It proposes that the higher education discourse power in country needs to be effectively promoted through the measures, including improving the international universality of higher education, providing universities with more missions for overseas cooperation in university operation, increasing the momentum for overseas collaboration in university operation, and taking measures such as expanding overseas partners to achieve local adaptation.
